The main reason for using the topic of LGBT, as shown by monitoring, is the political situation in the country. We can observe an increase in negative information regarding LGBT people during the period of important events for the country. The greatest activity was observed during:
1. Events related to March 8
2. Initiation of the Draft Law on NPOs
3. Elections to the JK
4. Rallies and power changes
Some of the most discussed and disseminated materials were homophobic statements by deputies and outings of LGBT people.
This year, they began to write and talk about the solidarity march even before its start, trying to obstruct it, some media and social media users associated it with the gay pride parade and called for the prevention of the march. After everything that happened on the march, the world media published information about the attack of unknown persons on the march and the detention of the organizers and participants of the march by law enforcement agencies. And some local media continued to write about the march as a gay pride parade, publish homophobic statements by individual deputies, which raised a wave of public discontent towards LGBT people.
During the consideration of the draft law on NGOs, one of the criteria for the adoption of this draft law was the opposition to LGBT people. Some MPs gave interviews to the media and said that the bill itself was not read, but signed it to ban gay parades.
In the third quarter, 119 materials were documented
• There were 33 news items in the media, 21 of them were negative.
• 86 posts in social networks, 69 of them are negative.
Before the elections of deputies in the JK, incredible activity appeared on social networks. Many parties and certain candidates were considered LGBT. Some media also published materials in which parties were identified as adherents of the West and defenders of the LGBT, thereby trying to discredit them in the election race. In connection with the current situation, the LGBT platform of Kyrgyzstan made an official statement that the LGBT community does not support any of the parties.
Basically, the Reform Party was subjected to harassment and bullying in the media and social networks. During the election race, LGBT people were outlived through a sex video published on social networks, in which names, places of work / study and where they were associated with the "Reform" party were heard. All of this endangered the lives of these people.
For the fourth quarter, 63 articles / publications were documented.
• in the media 21, 10 of them of a negative nature
• in social networks 42, 27 of them are negative
After the revolution, power almost immediately fell into one hand. Political movements that tried to resolve the situation within the framework of the legal channel were considered LGBT by users of social networks and the media. Subsequently, decisions were made that could be dangerous for the LGBT community. One of these decisions was a new constitution, in which “non-compliance with moral values and Kyrgyz culture is prohibited” at the state level. Every Sunday, there is a march against the constitutional amendments. The march against the constitutional amendments is sometimes referred to as a gay parade by some social media users.
Also in 2020, groups were created in social networks and messengers, accounts in which photos and contacts of LGBT people were published for the purpose of stalking and bullying. Advertisements were published in order to attract representatives of the LGBT community for further harassment, reprisals and blackmail.
Based on the analysis of monitoring, we can conclude that topics related to LGBT people are used as a tool in promoting certain political directions. Incitement to hatred towards LGBT people as a way to mobilize the public to eliminate those who disagree with the current situation. This year has shown that we may not be interested in politics, but politics is interested in us.
